Mission and Guiding Principles
The Studierendenwerk (student services) Ulm strives to fulfil its legal mandate to create optimal economic and social conditions to support students throughout their time at the affiliated higher education institutions in Aalen, Biberach, Schwäbisch Gmünd, Heidenheim, Neu-Ulm and Ulm.
The staff of the Studierendenwerk see themselves as partners of the students in the following matters:
- Study financing and BAföG (German Federal Training Assistance Act)
- Student accommodation
- Campus catering
- Social support and counseling
We orient our actions and investment decisions predominantly along the interests and needs of our students.
The services of the Studierendenwerk are based on high quality, hygiene and social standards.
At the same time, we aim to optimize our economic viability to ensure that our support services will continue to benefit our students at such high levels in the long run.
The Studierendenwerk Ulm serves as supra-institutional organization and information platform that ensures ongoing access to high-quality services and federal transfer payments in the mentioned areas.

Equal Opportunities Plan
The Act on the Realisation of Equal Opportunities for Women and Men in the Public Service of the State of Baden-Württemberg (ChancenG) has the following primary objectives:
- Professional advancement of women
- Improving access and promotion opportunities for women
- Better compatibility of family and career for women and men
- Significantly increasing the proportion of women in areas where they are less represented than men.
As in previous years, the Studierendenwerk Ulm's highest priority in this equal opportunities plan is to constantly monitor and adhere to these goals.
The Studierendenwerk Ulm sees the promotion of equal opportunities as a task for all employees, especially those with supervisory and management functions.
In order to do this task as justice as possible and to be able to realise equality between women and men in the Studierendenwerk Ulm, we ask all employees to continue to support us with your commitment.

Sexual discrimination, sexual harassment and violence
Already in the summer, the Ministry of Science, Research and the Arts (MWK) and the universities sent a clear signal against sexualised discrimination, sexual harassment and violence by signing a joint resolution. The establishment of an ombudsperson is a further component of the ministry's activities to counter sexualised discrimination, sexual harassment and violence. On 15 November 2020, the MWK will appoint Michaela Spandau, a lawyer from Stuttgart, as an ombudsperson for sexualised discrimination, sexual harassment and violence.
With the appointment of an ombudsperson, the Ministry is on the one hand taking into account the existing need for counselling of the institutions and the contact persons there for the topics of sexualised discrimination, sexual harassment and violence. On the other hand, those affected now have the possibility of directly contacting an external person of trust. The focus of the activity is on initial legal counselling with regard to a specific issue. The lawyer of confidence can be contacted anonymously and guarantees legal confidentiality if requested. This is of great importance, especially with regard to existing dependency relationships. The measure is also intended to contribute to a better quantification of the dark field in the area of sexual harassment.

Ms Michaela Spandau has been a specialist lawyer for criminal law since 2014. She is a founding member of the Network of Committed Lawyers in Victim Protection (NERO) and provides voluntary and anonymous counselling to adults and children affected by violent and sexual offences. She is co-author of the work "Opferrechte - Handbuch des Anwalts für Opferrechte", Dr. Gudrun Doering-Striening (ed.), 2012, Nomos Verlag. Ms Spandau also speaks Slovak, Czech, Spanish and English.
The universities of the state of Baden-Württemberg had already published a resolution against sexual discrimination, sexual harassment and violence in August 2020, together with the state conferences of the equal opportunities commissioners and the Minister of Science. This resolution is also supported by the state student representation.

Performance Overview
The Studierendenwerk Ulm significantly expanded its support, service and turnover relations with the students at the affiliated universities over the past years.
We provide details on the type and extent of these relations in our annual reports, which are available for download.
These annual reports are intended for the business partners of the Studierendenwerk, the students, the state of Baden-Württemberg as well as the interested public and are prepared in accordance with the regulations for large corporations.
The annual financial statement including annex and management report as part of the annual report are approved by the administrative board of the Studierendenwerk and assessed by a statutory auditor every year. An additional audit is conducted in accordance with § 53 of the Act on Budgetary Principles (Haushaltsgrundsätzegesetz).
